Guangdong implementation scheme for promotion of energy efficiency for motor (2013-2015) and transformation of energy-saving for injection molding machines
This scheme was formulated for implementing the Promotion Plan of Energy Efficiency for Motor (2013-2015) (GXBLJ 〔2013〕 No. 226), accelerating the industrial energy-saving and cost-reducing, promoting industrial transformation and upgrading and improving the level of energy efficiency for motor of our province comprehensively.
I. Genera Idea
With the scientific outlook on development as the guidance, and the improvement of energy efficiency for ELECTRIC MOTORs as the goal, closely focus on the key links of electric motors including production and use, etc., speed up the elimination of inefficient ac motors, devote major efforts to developing and promoting efficient INDUCTION MOTORs, and increase the market share of high-efficiency electric motor; with the emphasis on the promotion of advanced energy-saving technologies (the transformation of servo motor and other technologies), speed up the energy-saving transformation of ac motor system; strengthen policy support and guidance, the binding force of standard specifications, as well as supervision and management, to gradually establish the implementation mechanism combining incentives with constraints, comprehensively improve the energy efficiency for induction motors, promote the transformation and upgrading of electric motor industry, and promote the successful achievement of energy saving and emission reduction goal of “the Twelfth Five-Year Plan”.
II. Major goals
By 2015, it will achieve the upgrading of electric-motors, with 50% of low-voltage three-phase squirrel-cage asynchronous motors and 40% of high-voltage electric motors produced that year in line with the energy efficiency standard specifications of high-efficient ac motors; accumulatively promote high-efficient INDUCTION MOTORS, eliminate the use of low-efficient ac motors, and implement the energy-saving technological transformation of electric motor system of 10 million KW (see the Annex for the task decomposition of the cities); achieve the energy-saving transformation pilot project promotion of 5,000 injection molding machines (including extruders) in Foshan and Dongguan. It is expected that 5 billion KWh of power saving will be achieved, which is equivalent to 1.57 million tons of standard coal saving and 4.25 million tons of carbon dioxide emission reduction in 2015.
III. Major Tasks
(I) Promote high-efficiency electric motors. Increase the promotion efforts on high-efficiency ac motor manufacturers and its model of relevant products. The new 2012 motor energy efficiency standard was implemented for strict prohibition of low-efficiency ac motors less than the energy efficiency Level 3 being manufactured by motor manufactures. Strengthen policy guidance and energy assessment review, as well as record management of electric motor energy efficiency marks to ensure that all of the increased electric motors meet the energy efficiency standards of high-efficiency induction motors, and guide the existing motor manufacturers to the gradual transformation and production of high-efficient electrical motors.
(II) Elimination of low-efficiency electric motors. According to the Route Map for Elimination of the In-use Low-efficiency Motorsissued by MIIT (see table below), we made the best use of means including administrative, market and economic, etc. to promote the old and low-efficiency motors to gradually exit the application market.
(III) Implementation of motor system energy saving technical transformation. Guide and support the enterprises to give priority to the selection of high-efficiency ac motors to replace low-efficient electric motors; use advanced technology for matching transformation of electric-motors and the dragging equipment. The key enterprises with the annual power consumption of more than 10 million KW shall develop the energy-saving transformation scheme of electric motor system as soon as possible (2013-2015) based on the actual situation, and specify the three-year energy efficiency improvement goal, the transformation emphasis and measures, the total investment and implementation progress for the electro-motor systems.
(IV) Implementation of the construction of pilot demonstration projects of ten thousand injection molding machines energy saving and electric motor transformation in other key industries. Promote the energy efficiency improvement of AC motors with the injection molding machine industry as a breakthrough, carry out the energy-saving transformation pilot demonstration projects of ten thousand injection molding machines (including extruders) in Foshan and Dongguan, and gradually promote the energy efficiency improvement of electric motors from a single key industry to other key industries of energy consumption of induction motors. Cities are encouraged to select the key motor power industries to carry out transformation pilot demonstration according to the characteristics of the local industries, from points to areas, to promote the implementation of the promotion plan of energy efficiency for electric motor.
IV. Work measures
(I) Implementation of the goal responsibilities. The Economic and Information Technology Component Departments of various regions shall develop a specific implementation scheme to promote energy efficiency of motors for their respective regions, make the task decomposition by year, ensure the completion of tasks given provincially, and give work instructions to the enterprises manufacturing and using electric motors within their respective regions. Electric Motor production enterprises shall carry out self-examination thoroughly and develop specific promotion plan of energy efficiency for ac motor. Various regions and enterprises shall attach great importance to promote the energy efficiency of electric motor, and the implementation will be important content of the evaluation and assessment of the energy-saving goals responsibilities of the municipal governments and the assessment of enterprise energy-saving.
(II) Strengthen financial guidance
The special funds allocated provincially will be used to support the promotion plan of energy efficiency for electric motor in the 20 cities of prefecture level or above (excluding Shenzhen) throughout the province in the manner of replacing subsidies with rewards. For the transformed motors in line with the new energy efficiency standards of ac motors (2012 version), the standard provincial subsidy is 140 Yuan / kW in the northeast and northwest regions of Guangdong before transforming power of electric motor, and 100 Yuan / kW in the Pearl River Delta area before transforming power of electric motors, and the relevant implementing rules will be developed separately by the Economic & Information Commission of Guangdong Province together with the Department of Finance of Guangdong Province. Encourage various regions to allocate funds to make up according to the subsidy standard of 200 Yuan / kW; the regions and cities with good financial resources can also raise the standards based on the situations to support the electricmotor system energy saving and transformation. If the electric motor system energy saving and transformation is implemented in the mode of contract energy management, the transformation subsidies shall be applied by the energy service companies. If an enterprise obtained the subsidies for electric-motor system energy saving and transformation, it will not be affected to apply for and enjoy the other national and provincial energy-saving funding projects.
(III) Increase policy support. Firstly, strengthen the special review for electric motor manufacturer and encourage increasing the production capacity of motors with high-efficiency ac motor. Secondly, strengthen the special review on the electrical-motor user enterprises, and refuse to approve the newly built, renovated or expanded projects that still select to use low-efficient motors and systems, to ensure all of the increased motors are high-efficient with dragging equipment. Thirdly, earnestly implement the policies of energy-saving products promotion subsidies, tax incentives for energy-saving and environmental protection equipment, etc., considering the selection of high-efficiency motors as a necessary condition for entering the energy-saving products and people-benefit projects. Fourthly, the DSM pilot areas and ADB energy efficiency power plant project shall be given priority to implement the energy-saving and transformation of electricmotor system and to be supported by green loans. Fifthly, encourage various cities to link up the implementation of the promotion plan of energy efficiency for motor in enterprise with commercial power control, etc. and give priority to the enterprises that complete the energy efficiency promotion of motor well to use power.
(IV) Strengthen supervision and inspection. The Economic and Information Technology Component Departments of various regions, together with the Quality and Technology Supervision Department, carry out special surveillance on the implementation of energy efficiency standards and the identification of low-voltage three-phase squirrel-cage asynchronous motor manufacturers, and the phase-out of low-efficient motors of the key power consumption enterprises. Issue the notice on rectification to the enterprises that are still producing low-efficient motors and the enterprises of using electric-motors that do not eliminate low-efficient motors as required, and specify the time limit for rectification; the enterprises that do not make rectifications as scheduled or still fail to meet the standards after rectification shall be deemed to have exceeded the energy consumption limit by less than 30% and the punitive electricity prices shall be implemented, which will be reported the relevant authorities and financial institutions, and subject to public exposure. The enterprises failing to provide the relevant supporting materials of the basic information of the in-use motors will be considered as not eliminating low-efficient ac-motors according to the requirements.
(V) Promoting contract energy management. Support the use of contract energy management mode to promote the energy efficiency of the motors. Encourage the high-efficient motor manufacturer to establish an energy service company or to cooperate with a professional energy services company; select some industries or fields in which the low-efficient motors shall be promoted in the mode of contract energy management. Encourage professional energy Service Company to carry out technical transformations for enterprise motor system, and timely publish the list recommended by electric motor system energy Services Company. Increase the financial and credit support for efficiency motors promotion and motor system energy-saving technical transformation contract energy management projects.
(VI) Strengthen publicity and training. On the basis on self-examination thoroughly, the Economic and Information Technology Component Departments shall vigorously promote the advanced technologies to promote energy-saving of electric motors, and organize and carry out trainings to promote the energy efficiency of motor in various industries purposefully. The competent authorities shall take full advantage of energy-saving publicity months and energy-saving trainings, devote more efforts to publicity, direct the motor production and use enterprises, the industry associations, the energy-saving service units and the news media to jointly participate in the energy efficiency promotion of electric motors and create a good atmosphere to jointly propel the promotion of high-efficient motors.
V. Organizational Leadership
The Provincial Economic & Information Commission and the Provincial Quality Supervision Bureau established a leading group of energy efficiency promotion work for provincial motor, with overall responsibility for the organization, promotion and comprehensive coordination of the implementation of the promotion plan of energy efficiency of electric-motor. Set up the Energy Efficiency Promotion Office for Provincial Motor in theProvincialEnergyConservation & SupervisionCenter, responsible for the organizations work including relevant promotion, training and technology promotion. Economic and Information Technology Component Departments in various regions are responsible for the energy efficiency promotion work of electric-motor in this region. The implementation information of the energy efficiency promotion work of motors in various regions shall be reported to the Provincial Economic & Information Commission and Provincial Quality Supervision Bureau before November 15 each year, and the implementation information from June 10, 2013 to December 31, 2013 shall be submitted before December 15, 2013.
